How 365 Rehabilitation is already delivering on SIRA’s evaluation
Workplace rehabilitation plays a critical role in supporting injured workers to recover and return to safe, sustainable employment. In NSW, the State Insurance Regulatory Authority (SIRA) recently completed an independent evaluation of Workplace Rehabilitation Providers (WRPs), highlighting both strengths and areas for improvement within the system. As an accredited WRP, 365 Rehabilitation is proud to be already aligned with the direction SIRA has outlined, actively applying these recommendations to enhance outcomes for workers, insurers, and employers.
Key Findings from SIRA’s Evaluation
SIRA’s review, led by Urbis in collaboration with Monash University, delivers key insights into the scale and performance of workplace rehabilitation across NSW:
- Approximately 1 in 3 NSW workers compensation claims involves a Workplace Rehabilitation Provider.
- 3 out of 4 workers involved with WRPs achieve a durable return to work within 13 weeks.
- The scheme invested $185 million into workplace rehabilitation during the 2022–2023 financial year.
These figures underscore the value of consistency, measurable outcomes, and strategic provider practices in maintaining an effective and sustainable system.
Our Agenda for Insurers and Employers
At 365 Rehabilitation, we’re not only compliant with SIRA’s expectations—we’re proactively collaborating with scheme partners to raise quality, ensure value for money, and promote durable return to work outcomes. Our current service delivery reflects the review’s goals for stronger, more consistent performance across the board.
Six SIRA Domains and How We Align
1. Embedding Best Practice
We prioritise early and active intervention, particularly within the first 13 weeks. Our structured triage process and clear referral criteria ensure timely and tailored support. Recovery at work planning is workplace-specific, with targeted duties and active risk factor management. These actions are directly in line with SIRA’s findings that tailored, early engagement leads to better outcomes and less work loss.
2. Improving Service Sustainability
Our recommendations are value-based and align with likely approval pathways. We right-size inputs to prevent unnecessary rework and delay, closely tracking time to decision points to ensure costs reflect progress. This aligns with SIRA’s emphasis on achieving consistent value and outcomes across all providers.
3. Enhancing Approval Processes and Managing Underperformance
All service scopes are written in approval-ready language, aligned with SIRA’s framework. We identify and escalate barriers early, with clear communication paths to prevent delays and maintain progress.
4. Refining Data Systems for Performance Monitoring
We go beyond activity counts. Our reporting includes worker capacity, functional milestones, and progress toward durable return to work. Through concise dashboards, we support SIRA’s ‘recovery through work’ measurement approach, delivering clear, actionable insights.
5. Strengthening Claims Outcomes
Our joint case reviews focus on the risk factors that delay recovery and set practical, employer-focused next steps. We time our interventions to the claim’s readiness stage, improving return to work rates through timely and effective engagement.
6. Developing a Sustainable WRP Workforce
365 Rehabilitation maintains a workforce aligned with SIRA’s quality expectations. We provide structured supervision, robust QA processes, and targeted continuing education to ensure our practices stay current and consistent with NSW’s regulatory framework.
